Article 2 Relationship between this Convention and other agreements and legal Instruments 1. The participation of civil society is essential in achieving the objective of the Convention and its protocols.
Article 5 General obligations 1. Each Party shall develop, implement, periodically update and review comprehensive multisectoral national tobacco control strategies, plans and programmes in accordance with this Convention and the protocols to which it is a Party. Article 12 Education, communication, training and public awareness Each Party shall promote and strengthen public awareness of tobacco control issues, using all available communication tools, as appropriate.
